My '38 had that combination when I bought it. Ran fine and cool. I built an L100 276" 8BA to replace it. The 283 now sits in the corner with all the mounts, adapter, etc if it ever gets re-installed....

I'm not expert for sure, but I've read that the power valve will cause that problem. There is a problem with the power valve gasket and mating surfaces not matching with some kits.

Something isn't adding up with the figures you have given. Assuming you have the stock size rear tires and the ratio is 3.30, the RPM at 60 should be about 2428 according to this RPM calculator....

Simply put, if the transmission is "freewheeling" above 30 mph with the handle pushed in, it is not in overdrive.
