I think your dates line up nicely...the serial number date is when the engine was made at the rouge. Engines then were shipped off to the 20 or so assembly plants, and there installed in chassis. ...

If you are careful and do a lot of flushing, you can do a pretty good desludging with just pan and manigold off...remove the baffles, scrub away with lots of solvent in valley until all moves...
