Early '28's didn't have a separate emergency brake system; the hand lever applied all four service brakes.

I went ahead and peened them the way that looked reversed to me. It was then that I noticed what Dudley is talking about. The chamfer on the arm matches the chamfer on the the actuator housing. ...

Jim, I tried swapping them side-to-side with the same result. They appear to be identical.
