It's best to stop all the rust and prime . No matter how you proceed media blasting metal prep do it while you have it apart inside and out .

Looking at the service Bulletin for Jan 1931 7 leaves for the rear and 12 for the front I think ? Do you have the right clip bar / bars ?

That's the way I've always filled my radiators and still do . If they overflow I still have the hose in my hand to rinse off and let the over flow tube do its job:rolleyes:

If I understand your question the lower panel has a outward curve I found original upper and lower panel that had the proper curve that matches the bottom of the lid .

I did this repair a few years ago Spindle bolts were frozen to the axle . Heat / PB Blaster different sized hammers bottle jacks new parts and a couple trips the machine shop . Seems to work nicely...

Marine clean then metal prep to remove light rust flush with water let dry will last for years in a nice dry area . I have a tank out in the barn sitting for years and still looks like new at least...
