You didn't mention what kind of carburetor . Cast Iron Zenith? Pot Metal Tillotson? Other? If it is a Tillotson, there's a good chance the flange where it bolts to the intake manifold is warped...

Could be an early 28 starter which takes a totally different switch. If you remove the switch, there should be an insulated copper button about the diameter of a quarter protruding from the starter....

This is a job much more easily done with the spring not up in the crossmember, especially if the radius ball is still attached under the bell housing. It is also much easier with a spring spreader....
