You certainly do not want to use an era type hitch. I have two rear 1949-51 Ford Station wagon rear bumpers with nice looking bolts through the center section of the rear bumper that held the style...

I thought the metal plate was to keep the holes in the wood from elongating over time. The seat is for a commercial vehicle and would get some abuse.

Does that mean then that the truck seat was not adjustable? Because I believe that the pickup seat base was adjustable forward and back. (for what it is worth)

The pictures show the correct style cap.
It slides down the filler tube as the filler tube has a bump that the notch fits over. I have never seen a screw on one -- that is current production style...

Here is what the main bracket looks like that attaches through the running board and box.
There is a sleeve that covers the bolt that goes into the box.
This is on a 1936 Ford Pickup.
