Put it in a coffee can or such, and fill with kerosene. No corrosion, no shrinkage or disintegration of rubber parts or gaskets. Cheap. Not a fire hazard.

To get the very bizarre behavior your car is exhibiting, there may well be more than one problem. As JSeery notes part of the problem is certainly incorrect connections at the light switch.

Lightly sand the edges of the butterfly plates to slightly round off the sharp edges and remove any burrs. That may improve tight closure and will reduce the chances of sticking at the closed...

For the flathead to run efficiently, it needs thermostats for at least 160 degrees (stock), but preferably higher. I run 170; many recommend 180.

That said, I would leave the thermostats out...

i thought the same thing, but then figured that the "open slightly" was probably just the idle increase, not choke, that keeps it running.

Good that closing the idle mixture screws will cause the idle to slow. When you hit that point, back off until the stumble stops, then open the mixture screws no more than half a turn. Opening them...

Go to Hemmings and search on your make, years, and dollar range (plus a little for negotiation). Not much "near running" shows up, but there are a few '49 - '53 sedans that could be fun.

Even if you rotated the pump pulleys the reverse direction they would still pull water from the center of the pump (bottom of the radiator) and push it out the top of the heads.

The problem here...

Difficulty starting after a few days is symptomatic of no fuel in the float bowl, requiring extended cranking to get enough gas to the carb. The 94 is notorious for power valves not seating properly...

Don't shoot the hoses. Shoot the radiator right under where the top hoses connect, and at the radiator just above the hose connection. That should show a temp drop af maybe 20 degrees.
