There is no need to pull a panel - the nut holding the cowl band is under the hood; it's not in a very accessible location but feel inside the cowl just beside the clutch pedal and you'll find it.

The jack appears to be a 1928 - August 1931 AA jack.

The worm drive rear axle was available with either a low speed with a 7:25 to 1 ratio or a high speed with a 5:17 to 1 ratio.
