Try to start it with a little choke. Then stick your finger in the carb throat and see if it gets wet with fuel. If it comes out dry, then fuel is your problem. Easiest thing to do is tap the carb...

You just want to fill it to that hole that faces the rear of car. Pour it in 'till it starts to run out. That is the full point.

On your plugs, be sure to clean down in the annulus of the plug. Use a small pointy file and dig it out.

Since it is spring loaded, my guess is that they did intend to have a little movement upon impact loading. If it was a rigid connection, that would put pretty big shock loads into the bell hsg.
