My guess, and only a guess, is that the spacer will move the bearing out on the spindle such that the cotter key won't line up with the holes in the castle nut.

Measure the overall diameter than take off enough to allow for the distance down to where the bead sets. The good news is that you will probably only be dealing with 21, 19, or 16 inch wheels so...
