Minnesota is 4th highest, but we have some great programs. Ya but ya make up for it on property tax in fl a thing you bought and pay yearly taxes on. But well worth the winter tax! :D

As Flatjack mentioned, a compression check should check it. Don't make it harder then it might be. Granted sticky valves can show up under load and speed also. But at speed I'm not sure your pulling...

Probably why ebay charges tax is that a lot of retailers, big and small, sell items there. I believe as a individual you only have to report year end sales over 10k on ebay to the government.

Well it's not going to be "stock" but nothing crazy. Nothing wrong with a little bore and a modest cam. Granted a bit of head work and maybe some jets in the carb.

Here is a picture of my dad as a kid (leaning over the engine of a A they used to run implement on the farm and tear up ditches for fun) Note the rim/wheel welded to the wheel on the left of frame....
