Finally got around to further investigation. Lawson Cox (see his post below) nailed it. The sleeve inside the fuel pump stand had come loose and was making contact with the pump rod.

I will let you all know how the Drake unit works. I'm not up to removing grindings from a new tank after grinding down the lip. Suppose it could be done by flushing with water & letting dry out...

Was able to find some very nice jute padding at my local auto upholstery store. Since I do not plan to drive the car in the rain, I feel OK using this. Thanks again for all the comments.

I appreciate the warning. The vendor specifically stated that the sending unit is intended for use with original Ford gauges. The next best option, I suppose, is to reinstall my original 60 year...
