There are several other ways to adjust valve lash/hydraulic plunger setting other than adjustable rockers.

You need to read a SERVICE MANUAL. If not adjustable, how could the valve-train be assembled/serviced correctly?

It's hard to believe considering how many were made. I thought 50's parts were getting scarce. Did you need the complete lamp assy or just the lens?

Frustration factor settling in JC?

Consider this kit, it is for a BIRD but I imagine it can be adapted to a '64 fairly easily. It's just like PREGO, the connectors are in there (included).

You have good hydraulic pressure and full of fluid?

When you remove the two contacts and use a jumper wire the lamps should come on. One lead should always be hot, even with the key off. If not...

Correct, the HD switch has blades rather than pins. Here is what you need -
