I'm pretty sure it is not legal, but the plates were already altered with hard to see black and grey that looks like it had been done a long time ago. Should I just switch my plates to another set?

I've triple checked all the fender bolts are out, the bumper brackets aren't in the way, nothing is holding onto it but I cant get them to come off. They are wiggling all around but won't come off....
