That's the head unit that mounts behind the gauge face. Looks a bit different than the '37-'39, but should still be adjustable as mounted on the gauge face. Look for a scribe mark on the glass tube,...

It may be just semantics, as David has pointed out, the adjustment is made with a wrench rather than a screwdriver.

Jerry, it gets confusing when multiple problems occur at the same time. Try one thing at a time, make corrections on one system at a time.
