Okay, now we can handle this I think.

The B18F seems to decode as right hand drive and not a passenger vehicle, if it were on a frame. BUT that wouldn't really be stamped on an engine block,...

Do the Dutch authorities register vehicles on engine numbers only? Have you called ahead and got an idea of what they're interested in seeing?

Thermostats are to help the car come to temp sooner, and warm up when it reduces load/cools (think cresting a mountain).

They will not limit high temp.

One thing about rods is they have to be dead straight AND have circular not egged-out holes in their ends. Same for all pins and clevises that they're going through.
