Surging sounds electrical. If you think its the lack of a foot rest. Use the hand throttle. How does it run through the gears full throttle? Whats the history on your coil and distributor?

I have a very late 1940 diamond block it has just exhaust hardened seats. when I put new valves in the hardened seats were pretty much a drop in. the intakes needed about .030 of the stems to fit...

I thought the accepted amount was 1/2 a qaurt(32oz/.946 liters) or 16ish ounces near to a half a liter. How did rotating the engine get more oil out of the plug? I was expecting you to have pulled...

you need to find if its spark or fuel. put a spark tester. or leave a strap sitting on a plug contact so you can see it sparking and see if the spark stops before the engine does or does it follow it...
