I had a similar charging problem with my generator. The issue for me was poor ground at the generator mount point. Cleaning this area up took care of it.

Your battery may have a poor ground connection. Try cleaning the battery post connections and especially the ground connection to the frame. That took care of a similar starting issue I had.
