You will still need to install it in the car and polarize it. Put it in, hook up the wires and take a jumper and just a quick touch across the cutout terminals. Should be good to go then.

Yes, sneaky bastard that I am, there is a Denso 45amp self energizing alternator within the Powerhouse case, and the Cutout is shorted straight through, purely for looks.

Looks to me from your photo that your Ebrake lower is in serious need of rebuilding. It would appear you have about 3/16 slop in the handle/pin pivot which could cause it to not hold in the notch.
