I can't speak on the Fords but my 51 Mercury has a tapped bolt hole above and centered between the shift arms on the side cover where a bolt and clamp attach to secure the cable housing.

Arcing at the points doesn't tell you whether the high tension is getting to the distributor cap. A person really should find a good way to check for spark between the distributor cap and the block....
