Either your pump is sucking air, or your flex line has collapsed. Is the flex an old one, or a new fuel resistant line? Have you checked pump delivery volume?

It would fit without obstructions offset to the passenger side, as normally installed. As centered, you'd have the engine block obstructing the path of the hoses, and the shift lever wouldn't shift...
