30,31 have the large hub cap. 28-29 have the smaller hubcap. The edge is different at the outer lip of the rim.

Good grief, since the starter ran on the bench, the next point to check is the engine. Is it locked up or extremely tight. Push in 3rd gear, key off.

Rumble seats were used to about 1936 - 38 I think. The 34 pickups might have been available as an open body. Do the research.

When your ready to start the engine, crank it with the plugs out to remove most of the oil mixture used as a penetrant. A towel over the plug holes would be a good idea.
