28 degr advance is too much for the flatty, 22 will be enough. If mechanical advance, you can reduce the amount of degree swing of the flyweights, make sure you have full advance at or before 2000...

Donīt run cold water into your hot engine. Better use it on a cold engine or if you have, use a hot water source on a hot engine.

I balanced my flywheel as I removed around 5lbs from it. Got it down to 2 gr so no vibes at all. You should look into the clutch as well. One of the reasons I used a modern clutch.

Yes, I was thinking about this and might use the lever of the vacuum device to push (retard) ignition. I could use the boost of the blower to move the lever.
