New fuel shutoff valve, ball valve filter

I just received a new ball-valve type fuel shutoff with the hex shaped opening and pencil filter. The filter fits loosely in the inlet side of the valve. Its not even close to a interference fit....

The top of the door comes off. There are 3 or 4 screws on the very top. Take them out and the top of the door comes off.

Yes, I have the lower extensions attached and screwed into nut inserts on the rumble lid and still the top hooks work their way out of their slots.
