The split rim wheels are for a 1926 and 1927 year Model T. Standard for a 1924 is 3 1/2 x 30.

It's possible the end of your fuel line is too long past the compression feral and is jammed against the filter. Disconnect the fuel line and then try to pick out the remaining filter.
