I agree, and would emphasize "uniform order". Brakes that are correctly adjusted will not lock any wheel until all four are ready to lock up. A skidding tire provides very little stopping power.

If the stats were at the heat source as the temp sender is, then they would open as expected, with the temp sender's report following closely. I'm sure you've seen stats installed at the radiator end...

Not all new seals are installed properly, even in modern vehicles. I bought a new pickup in 2014, which gave a loud howl at speed. The seals looked good, and the dealer even said they were good....
