Ok thought I would close this post with a update. I did reply to assessor office and valves the cars at $500 each as they are tagged with CT white plates. haven't heard anything back from assessor so...

I bought her from the grandson who was took it apart from Pa. Motor froze but not seized .
So this spring I had a VIN check and paid sale tax and was issued white Classic plate ,not early American ....
