Just as an aside, 23/32" apparently was a standard size nut. I encounter this size on occasion and have a couple of open end wrenches in that size. It's not truly 18mm as 23/32" converts to 18.3mm...

I would be real surprised if it was the washer... more likely that the needle or ball finally seated ( or some debris moved out of the seat area)

This may be unorthodox but has worked fine for me for many years... wrap a 3/4 " wide band of 4 or 5 folded layers of aluminum foil around the joint. install the clamp over this band and tighten....

For tight screws in general the best tool that I have found is the hand held impact driver with a driver bit to CORRECTLY fit the screw head. This tool imparts a loosening torque and linear force...

Not amps, defiantly 10 VOLTS. Getting 10 volts reading from the generator and at the junction box. I'm using a high quality accurate VOM.

That is a very strange looking oil control ring. Was that the entire ring ? I have seen spring like parts similar to the pictured part that is only the expander in a three piece oil control ring...
