Those numbers shown refer to VIN # of the vehicle.
I think Mr. Stephens is correct.
It may not be a 1939 Ford transmission.

What size power valve should I use?

I have a Holley 390 4 barrel 4160 carb. List #0-8007.
Standard 1940 3 speed transmission.
No A/C. or any other amenities except vacuum wipers.
1953 Ford V-8 239 cubic in. stock engine.

Be sure to ask if your dropped axle will be narrower than the stock axle as a result of being "dropped". Some dropped axles end up being narrower after dropping. This will increase your turning...

1st photo is of my 40 in 1971 with stock rear and 15 inch 1950 Lincoln rims
wearing 8:20 x 15's.
5:60x15's were on the stock front end.

2nd photo is same rear wearing 7:60 x 15 tires on 15 in....

Would it be possible to lift and rotate the distributor gear one tooth so that the hold down nut is more centered on the distributor hold down flange and the rotor is still at 6 o'clock?

As for type of steel I would use 1020 cold rolled steel not hot rolled because cold rolled has the slag removed and is easier to weld.

If you 1029 steel is cold rolled you could also use it....
