This is common practice for Model T engines when there are no shims left. It is called 'cross-filing'. Done with a file sideways over the bearing cap.

You may have to force the wishbone down to slide the engine forward. You need to remove the hood shelves to slide the engine forward when you slide the engine forward under the firewall.

I had a quail on my 29 coupe. Had to take it off because the tail kept hitting the hood when the hood was opened. I ended up drilling a hole in a plain radiator cap and installed a motor meter.

With the mixture knob closed, you are running too lean. Open it up 1/2 turn and see if it runs better.
