try backing off the Idle adj. screw on the throttle shaft where it connects to the linkage, also you may have some mis-aligned butterfly plates allowing the throttle shaft to bind allowing the fuel...

IF the crank and cam gears are new aftermarket, check to see if the gear has been marked on the wrong side, the crank gear timing dot should be on the side with center flush with the gear face,...

If the axle has a rear backing plate center cover (Dana/spicer) they are the clip style , if it has a pop out differential it is not the clip in type ,I have seen those axles replaced with later 9...

While the heads are off try measuring the stroke to see if it may be a Merc. engine. in a ford truck , I found a Merc engine in a large truck once.

I tried filing some heads on an old Mercury when I was a kid, what I didn't do was heat them up and add the braze, needles to say it turned loose an it wiped out the engine, we just left the old car...
