I sighted the driver with a flash light, then dropped in the short shaft and engaged it with a flat blade screwdriver.
If the head has been shaved then seating the distributor may require several...

Loose rivet?
You could also have a mismatched assembly.
You will probably have to remove the throttle assembly to fix it.
Hard to tell what you have from the picture.

The detents did their job.
I also used a punch to turn the shafts after the rivets are knocked out.

Fritz, I have a series on rebuilding the tower. Should show removing the shafts in this first video. The last one shows using a spring compresser like the parts houses sell, but improved by me....

Make sure the shifter is in neutral. Grab the second/high shaft close to the front of the top with vice grips, or use a brass drift and tap with a dead low hammer.
I first soaked the top in lacquer...
