Chill the shaft in the freezer to shrink it. Heat the gear on an incandescent light bulb to expand it. Not so much force required to press it on. I did this with the front wheel bearing races...

It’s not software, but I highly recommend the atlases by Delorme. I have one for Wisconsin and it shows every kind of road you could think of. I think they are available for every state.

I had the same problem, lubed the pedal shaft and the zerk in the bell housing and everything is nice and smooth and the pedal comes all the way up now.
