Sometimes you can get the ring spread a little bit with the usual lock ring pliers....just enough spread and twist will make one side of the ring open up a gap. You can push a thin blade screwdriver...

Don’t forget to check that the adapter for the plug hole doesn’t thread too far down into the opening.....it could hit moving valves. A guy I know used one with a long adapter plug on a fresh built...

The V-8 sixty doesn’t have the power OR the torque for what you envision, particularly with the overdrive transmission. The gearing in the differential can aggravate the problem if it’s a high ratio....

The original plug is a pressed steel part and can be driven out from within the splined part of the yoke. Of course , you’ll need to remove it from the transmission and remove the u-joint as well...

You should have it balanced after making your repair to it. It’s very likely that the flywheel will not be in balance after welding the ring gear. Then have it balanced with the clutch pressure plate...
