The gas must flow down and out to the carb -- handle points down. Off- hold back the flow -- handle crosses the downward flow.

That footrest was put there to avoid breaking the torgue tube and/or the rear axle banjo. First gear is low and the car can lurch forward, throwing the driver to the rear where foot comes off the gas...
