I had this happen to me . Yes the pin is tapered if you look at it should be able to see one end of pin is bigger diameter then other . Should be able to just use punch and hammer to remove...

Okay,
You will know you have it engaged when you can free wheel . So with cable pushed in at least on my car if driving down the road you let off gas it will not slow down it will free wheel almost...
