The steel lines & glass bowl TBird style fuel filter are readily available thru any of the '55/'57 TBird parts suppliers....

My first guess is the problem may be in the ignition.
Double check the dwell of the points.
With a volt/ohm meter check the wire to the points from the coil for continuity or a short.

Yes, check for vacuum at the intake manifold source, it should be there.
If the hoses on the booster (top of the fuel pump) aren't connected correctly or the internal diaphragm is ruptured you won't...

If you want to drive the car while the wiper motor is removed, yes plug the vacuum lines from the engine.
If the front seat is taken out and the car is just sitting leaving the vac lines open won't...

The '56 and earlier distributor housings are shallower than the '57 and later.
They are also 'vacuum only' for the timing advance...

Sandblasting cost? No clue. A fellow in our club did mine with his own machine just to be helpful.
If you can get a couple more sandblasting estimates it won't hurt.

Do you have a voltmeter or 12 volt test light?
Make sure there is 12 volt power going to the gauge from the Ignition switch.

If the gauge does not have 12v power to it you have to fix that...
