The oil dripping is probably the clue. The previous person kept tightening it until the leak stoped (which it didn't). You will probably need at least a new plug. Maybe the threads in the plug...

Contact a few local machine shops and inquire about EDM Machining. It is possible to use an electric arc to burn the studs out and leave the threads. Not cheap. What is the condition of the rest...

Remove the plugs, add some oil to the cylinders through the plug holes, and turn the engine over by hand to make sure the water hasn't found it's way into the engine.

The tower needs to match the gears and without a picture there is no way to tell what gears are in there. Remove the cover and get a picture of the synchronizer and post it.
