I assume you meant you purchased the "resistor". Who did your purchase it from? Did the horn work before? Any pictures? It is such a simple part it should work. The voltage drop doesn't occur...

My only guess is that there was a kit back in the forties that let you convert your Model A to hydraulics using mostly Model A Parts. Having said that I would agues that the drums are really cast...
