Remove the plugs, add some oil to the cylinders through the plug holes, and turn the engine over by hand to make sure the water hasn't found it's way into the engine.

What do you mean no California tax? You mail it in to the state at the end of the year. How else will they be able to build the high speed rail and other important projects?

Simple 2 step process. Sell Sport Coupe, buy Cabriolet. Anything else is like trying to change a coupe to a roadster. A lot of work and you end up with something that is difficult to sell.

The tower needs to match the gears and without a picture there is no way to tell what gears are in there. Remove the cover and get a picture of the synchronizer and post it.

Try Culver Industrial Hardware in Culver City, California. I doubt that they do mail order. They have an extremely large selection of fasteners in stock. Of course they are not a Ford restoration...
