The ones I rebuild, I put together dry. If flanges are deburred, cleaned and threads on bolts and bolt holes are good they don't leak.

Sometimes you need to get a little creative and not believe everything you read in the newspaper.

Part # 99116 and a hair dryer and it slips right on. 5 so far and no problems.
