Could it be that the cable is installed backwards? Mine has a collar that goes in the speedometer end of the jacket. Could be that if it is installed the other way, the cable is slipping too far...

I had the same problem with my 31 Sport Coupe... found that after replacing the hinge seal the window frame would hit the tank.
MY mistake was ordering the window seal rather than the hinge, it fit...

If you look at the rear housing you will see a half moon shaped hole. There is a tab in that hole, if you ground that tab and the alternator charges.... bad regulator. Easy to replace.

Battery sounds questionable, but could be a bad armature or spot in the armature too.
I would bench check the starter with 12 volts (since it is already out), see if that will wake it up. If not,...

Take a VOM with you and when the voltage drops, verify at the battery.
Could be a bad gage or poor connection.
