If you're replacing the axles this would be a good time to replace the inner axle seal that's inside each axle housing at the outboard end.

In the pictures you can't see the plunger on the back of the dial indicator that is pressing against the face of the FW...

I would suspect that the brushes and/or the commutator are contaminated w/oil.
Are the brushes still long enough to get good spring pressure against the commutator?
Clean the commutator off w/a...
