Not sure you can get in there to weld a nut onto the bolt and the prior owner may have used a stainless bolt. That said if all else fails you may have to destroy the pump to get to the bolt....

The road draft tube is a 2 piece unit. If the lower section is still there is has a bolt down as well that might be hanging this up.
