Have you done a compression test and a leak down test? A bad valve will cause a poor idle but will be masked at speed.

I have lived on 2 different streets that were quite short and dead ended. It amazed me how fast most of the vehicles traveled up and/or down those short streets. I didn't have a Model A at those...

What camshaft are you running? Stock? Or? If a stock camshaft, what shape is it in? A badly worn camshaft can cause idle problems.
