Plugged exhaust pipe would do it until the fuel caught and blew off the muffler.
Depend on where the car lived since it went to sleep.
Putting eyes on the car would help.

I seem to remember that #3, the sector mesh is tightest in the center, not the other way around. Might want to take note of that.

After the stock market crash in 1929, and also, the dust bowl of the Midwest, killed the demand and few fords were made in 1931.

There is a pointed washer that nests between the impeller and the water pump housing.
It could be out of position and binding. Take the waterpump apart, and rebuild it.

Diamond block. A ford replacement motor. These were available thru ford dealers. Also sold as motors for other applications up thru the start of the war years.
An excellent motor.
