Fire Department license plates

Advice Wanted:
I have a set of nine "Barn Find" Connecticut license plates from 1924 to 1933 (but 1930 is missing...).
They are all the same #s and all the same letter.... All they say is:

Would JBWeld work long (well) enough to secure the cage until the bolt draws the nut up snug against the firewall... I'm wondering if one of the primary purposes of the cages is...

Per RG/JS, Sec 1-9,
"The heads of the bolts were safety wired in various ways with 18 gauge plain or raven finished wire."
No mention of lock washers....

An adhesive rubber liner may act as a noise reducer, but it may also act as an electrical insulator... The engine pans are an integral part of the the grounding system, and need to be connected...
