I'm no expert on this issue but I do recall reading about someone who was experiencimg a similiar issue. Everything was new and within tolerance. They were able to resolve the issue and the culprit...

I agree with above. A coil could also display similar symptoms. I once had a condenser that would only act up when under heavy load.

Did you loosen all four sector shaft housing nuts or just the nut under the eccentric adjusting sleeve? You need to loosen all four to move the sleeve.
