It was made from an early 1930 (Jan to May) AA truck. Early 30 trucks had the new heavier AA front and rear axles with the 28-29 body style cabs and fenders. The headlights appear to be 30-31...

My guess - when you applied the emergency brake, the two sides of the band expanded evenly from the stop. Then you rotated the drums which moved one edge of the e. band to the stop, then they held.

Now that I look at it, it is the stop for the folding arms of the trunk rack when it is lowered and it keeps the folding arms from going down when the rack is folded up.

It looks like the previous owner added a late 1931 steering column support, which is a good thing. Please make sure that he removed the rubber anti rattler on the gas tank...

The part you need is called a Dove Tail Guide insert. They are used on the Victorias, Slant windshield sedans and and I would assume 400As & 68Cs. Bratton's says that they are used on Slant...

The Victoria used 30-31 sedan fenders. Any sedan fender made after February 1931 had a dimple behind the rear fender bracket. It was added to clear a rivet on the 160 series sedan bodies.

The only reason to use the water pump with the front bushing, is if you were planning on entering your Model A in fine point judging. Other wise I would use April 1928 to End of production style...

I used 2-30/31 pickup hinge mirror brackets on my SWTS. The hinge pin on the SW sedans are larger than the rest of the model A bodies, so you will have to drill the hinge holes in the mirror bracket...
