The fender has the nuts on the out side ,inner on the inside , if the threads are pocking in you will have real problems getting the diver in ,

Some tools don't cut it you have to improvise as you said , we have the spring pliers but on 38 brakes (can be a pain ) we use a large flat screw driver near the rivet to roll the spring off then...

You could make the flare by holding it over the edge ( maybe 1/4 to 1/2 )of a wood bench and tapping it around with a ball peen hammer ,not sure what the measurement is to the lock maybe 7"

In the chassis there's a hole about 8" from the running board in the top this would be about 2-1/2 io 3' from the hinge pillar and be directly below the rubber pipe nipple .it looks like a Factory...

Should be two holes somewhere in the bottom of the A piller below the lower door hinge ,not sure how it works because it would vent out onto the top of the fender,
